On October 4, 2019, the White House issued a proclamation ordering consular offices to bar immigrants seeking to live in the United States unless they can prove that they “will be covered by approved health insurance… within 30 days of… entry into the United States, or unless [they] possess the financial resources to pay for reasonably foreseeable medical costs.” See here. Steve Yale-Loehr, an immigration scholar at Cornell Law School, stated “President Trump has failed to build a physical wall along the U.S.-Mexico border to deter illegal immigrants, but he has effectively built an invisible wall to keep out legal immigrants.” It is predicted that this proclamation will be challenged in federal court.
